It can be obtained after completing the main story from Hero Society member and Elite Time Patroller Oba who can be found in a flying around in a circular pattern around Conton City. Oba gives it to the Future Warrior for being able to find him and in recognition of their heroic status.

Once you start flying on your own, there isn't a need for Flying Nimbus ever again We never saw that yellow urine cloud after Goku went to Namek right?

Master Roshi gave one to Goku for helping Turtle and got a new one from Korin. It would be nice for Flying Nimbus to have a more practical use in Kakarot.
